  Origin of NCEMAAdmin structure
 

            The mission of the Centre is to develop a critical mass of public sector managers for the efficient and effective management of the Nigerian economy through high quality training and research. Training for economic management at the macro and sectoral levels is the main focus of NCEMA's activities.  In carrying out its primary mandate of training, the Centre designs and provides appropriate courses to meet the specific training needs and specialized skills requirements of all senior officers and managers in economic ministries at all levels of government and their parastatals.  

The specific objectives and functions of the Centre are spelt out in decree 51 of 1989 that gave legal backing to its existence.  Under the decree, the Centre is to:

  1. Serve primarily as a training centre for economic planners, policy analysts, budget and project officers at the federal, state and local government levels;

  2. Develop and strengthen specific skills as will enhance the quality of management of the national economy at the micro and sectoral levels;

  3. Be a policy laboratory for vigorous and sustained development and promotion of highly specialized skills required for enhancing efficient and effective planning and management of the Nigerian economy;

  4. Organize and conduct specialized training courses and programmes designed to strengthen the capability of senior public functionaries in the formulation, analysis, implementation and monitoring of economic development plans, budgets and policies;

  5. Organize and conduct courses, workshops and seminars which address specific aggregate macro, sectoral and micro economic issues of interest and concern to all levels of government and combinations thereof;

  6. Undertake, commission and participate in in-depth research, studies and consultancy services in relevant fields to:

  1. Improve the quality and coverage of courses and programmes of the  Centre;

  2. Enhance understanding of the workings of the Nigerian economy at the macro, sectoral and micro levels of analysis;

  3. Cater for national and specific organizational objectives; and

  1. Issue certificates of merit and attendance to successful participants in the Centre.

The enabling decree also stipulates the types of courses and programmes to be organized and conducted by the Centre as follows:

  1. Economic planning, including planning techniques, project evaluation and selection, plan implementation and monitoring;

  2. Economic policy formulation and analysis, including policy formulation techniques, impact analysis, policy implementation and monitoring; and

  3. The use of high-technology computational facilities in economic planning and management.

            In light of the foregoing, NCEMA can be called upon by any of the federal, state and local government institutions to provide consultancy services either in training or policy research within the broad area of economic planning and management.
